I'm a bit of a Bogosian fan, but he seemed at times a little too over the top as the villian. Seagal was his usual self in this film, kicking ass on a train instead of a ship. Not too bad of a film, but don't expect the same quality as the first.

It starts off with a short news clip of interviews with journalists and people who were involved with the real life case of organized crime and corruption in Phenix City, Alabama and what follows is one hell of a film. Exciting, rousing and surprisingly quite brutal for its time (or any time really).
