The set up for the premise of the plot is done nicely, and the foundation is laid. Problem is, it goes straight from that off a cliff to the beginning of the end. There's no leadup to the conflict. There's no development of the characters as the crisis happens. It's just, "bang!", And that's it. Because there is no lead up, the fact that you're watching three Oscar " worthy actors (McConaughey, Russo, and of course, Pacino) do their thing gets lost in a muddled finish.
