Paperland: The Bureaucrat Observed
Bureaucracy shapes our lives and guides us from the cradle to the grave. This documentary, directed by Donald Brittain, lays bare the idiosyncrasies of bureaucracy, whether in Canada, Austria, Hungary, the Vatican or the Virgin Islands. It also attempts to make the functioning of the public service more comprehensible. The absurdities of bureaucratic behaviour are exposed with humour and irreverence. (NFB)

Thought Fishtank was very consistent and hung together beautifully in comparison - but perhaps the disjointed feel of this film is intentional.

And that's not all. That Incubus was sitting in the same spot, strapped down for what? 10-15 years? But he can walk and snap necks perfectly. And, the Incubus demon doesn't do any of the shit in the movie. An Incubus demon is a demon who has sex with women in their sleep.92 minutes of my life I can never get back ;_;

(jp) wrote: There is not real drama in the film but you can find some good action sequences in the backdrop of the spectacular desert, which should keep you entertained throughout.....
